Management Support Assistant (OFFICE AUTOMATION) at Watervliet

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They support the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talent and skills of its military and civilian members to form a Total Army.

The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York.  It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems.  The Arsenal is the only location in the DoD that has a weapons research facility (Benét Laboratories) collocated with a manufacturing facility (Arsenal).

Provides advice on the interpretation and application of directives and instructions issued within Watervliet Arsenal to determine the effect on present operations and eliminate conflict or duplication. Assists in analysis of problems arising from internal administrative activities, and assists in conducting studies to resolve problems and improve the efficiency and economy of operations. Gathers statistics and data to be used in recurring or one-time reports from numerous automated and manual resources. Information may be routine or technical in nature, and frequently requires extensive research. Assists management in conducting studies to provide background information, analyses, comments, and recommendations as required. Assists management in Initiating and preparing Standard Operating Procedures concerning administrative operations. Obtains overtime requests from four areas, consolidating to submit reported vs. actual overtime hours to director for approval. Maintains/monitors division staff labor reporting by inputting required data into the US Army Logistics Modernization program (LMP). This is completed on a daily basis through CATS (Cross Application Time Sheet). Time sheet corrections to ensure accurate information are transferred to ATAAPS (Automated Time Attendance & Production Systems) along with proper certification to guarantee proper transfer to DCPS (Defense Civilian Pay System) for accurate payroll processing.

Interprets applicable guidance, and instructs personnel in their responsibilities relating to records and files management, reports control, forms control, and other administrative programs. Advice is given in response to specific request or in relation to immediate problems. Provides guidance and assistance on applicable procedures, instructions, and regulations to support clerical personnel within the directorate.

Reviews, monitors and advises management on matters concerning personnel actions and services. Maintains personnel records/files, prepares personnel documents, processes personnel actions; maintains, advises, analyzes and reports time and leave records and sick leave use. Provides administrative support for the division awards program. Initiates award requests into the automated personnel system. Maintains record of suggestions coming into division for evaluation, review to determine best staff member to evaluate suggestion and perform follow-up action. Receives SF50s and matches them with the corresponding RPA number; distributes SF50s to divisions for further distribution. Initiates and coordinates RPAs for the full range of personnel actions for approval of the director. Ensures RPAs are completed correctly and properly supported by required documentation. Completes required gatekeeper checklist obtaining required data from various sources. Uses civilian automated tools (i.e., DCPDS, FASCLASS, SF50, etc.) to provide information to supervisors and employees. Answers questions or refers employee to appropriate individual or activity for guidance. Reviews Requests for Personnel Actions (RPAs) for awards for completeness and accuracy. Tracks actions utilizing DCPDS. Tracks all incoming performance evaluations to ensure timeliness and submission for all civilian employees.

-Manages the Total Army Performance Evaluation System (TAPES) records for the Directors immediate staff. Maintains a current rating scheme for all employees. Notifies employees and supervisors when performance plans and evaluations are due and monitors to ensure all suspense dates are met. Provides guidance to supervisors and division personnel concerning relevant procedures.

Develops and maintains internal procedures for budget input for all actions related to the support of the division. Prepares a variety of reports covering expenses and annual budget estimates for the directorate office. Monitors awards budget usage to ensure directorate and divisions stay within allocations. Provide monthly updates to director. Monitors the use of training, travel, supplies, and other expenses against approved budgets. Notifies supervisors when variances occur. Process purchase and service request actions for staff office requirements. Compiles and consolidates office supply orders in the AAS system and submits them to buyer for ordering.

Maintains directors calendar and schedules appointments and meetings in accordance with instructions or based on knowledge of directors interest and commitments. Arranges meetings and conferences including space, time, staff, and agenda. Reschedules appointments when it is clear that the director will not be able to make all commitments. Contacts other people to attend meetings in lieu of supervisor when necessary. Delivers directors calendar daily to subordinate division offices and other staff to minimize conflicts in scheduling. Promptly refers conflicts in schedules to director for resolution.

-Prepares office correspondence and responds to suspense requests. Composes reports, directives, and correspondence using a word processor and various automated systems. Composes routine correspondence as outlined in regulations and procedures or specifically requested by the director. Ensures outgoing correspondence is grammatically accurate and in correct format. Follows requirements for classified materials where applicable.

-Receives and reviews incoming mail for the organization. Determines which items should be brought to the attention of the director as opposed to those that should be sent directly to other staff for action. Reviews outgoing mail for enclosures, dates, signature, complete addresses, and destinations. Maintains suspense records on all correspondence and action documents and follows-up to ensure a timely reply or action.

-Receives calls and visitors and determines where to direct them. Takes care of routine matters, and on the basis of knowledge of the functions, project assignments, internal procedures and relationships, and current work status, refers other inquiries to appropriate personnel. Personally responds to routine requests for information such as status of programs, reports, suspense date for matters requiring compliance, and similar information.

Monitors and manages the execution of the directorate offices training program serving as training TEDs administrator. Initiates, prepares and coordinates training requirements, quotas and funds. Processes training requests for training nominations, approvals, and reviews. Reviews training surveys, ensures any Individual Development Plans are prepared accurately and all training requirements mandatory/routine are attended, with course evaluations completed. Monitors and maintains training expenses and briefs supervisor on expenditure of funds. Recommends alternative sources of training as needed, in order to ensure requirements are met.

Your resume must show that you possess 1 year of specialized experience equivalent to at least the GS-06 grade in the Federal government (or equivalent.

SPECIALIZED EXPERIENCE is experience that provided: (1) Experience in performing and coordinating a variety of clerical and administrative work for an office to include management assistance and program analysis assistance, personnel administration, data processing and files management; (2) Experience in using various office skills; and (3) The ability to use office automation equipment for the purpose of producing reports, briefing data, charts and/or forms.

10. Temporary Duty (TDY) travel is 5 percent.
