We are the Departments contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

About the Position:

Individuals in this four-year Emergency-Essential (deployable) status can expect repeated deployments to combat locations overseas in support of contingency operations as mission requirement are determined. These locations are typically in a designated combat zone. Generally, the deployed work locations have power, water, heating, and air conditioning, although outages should be expected. The living conditions will vary widely: ranging from having all basic amenities such as light, power, water, refrigeration, to not having one or more of these amenities. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.

 

Selectees must pass a medical exam, which includes vaccinations (e.g. anthrax, smallpox and malaria).

Moving Expenses may be authorized. 

Incentive up to 25% may be authorized during periods of deployment.

Frequent Business Travel required over 40% of the time.

Major Duties:

·  Performs duties associated with the administration of the quality assurance provisions of contracts by designing, implementing, and maintaining a risk based surveillance program and assessment plan.

·  Ensures contractor compliance with all requirements related to the design, manufacturing, repair, overhaul, and modernization of a variety of items for contractor and customer activities throughout the world.

·  Performs as a functional specialist and is responsible for identifying, understanding, proofing, measuring, and analyzing contractor production process capability; and for promoting continuous improvement.

·  Develops and implements a surveillance plan which begins with clear objectives supported by a master schedule that includes identification of contractor and sub-contractor production needs.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09).  Specialized experience is defined as experience involving the full range of principles, concepts, and methodology related to one or more quality assurance functional programs but more specifically to aircraft functions, and considerable skill in applying this knowledge to the planning and accomplishment of a variety of difficult and complex work assignments.  Experience performing statistical and quality data analysis and evaluation to determine supplier compliance with contractual requirements.

CONDITIONS OF EMPLOYMENT:

•  **NOTE** These positions are designated Emergency-Essential (E-E). In event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment.  Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service. •  Selectees for E-E positions are required to be exempt from recall to the military Reserves or recall to active duty for retired military.

Other Requirements:

 

· Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Requirement, which is 52 weeks of Federal Service at the GS-09 grade (or equivalent).

· Applicants must meet basic eligibility requirements such as Time in Grade, minimum qualifications, and other regulatory requirements by the DATE THE REFERRAL IS ISSUED.

· Ability to communicate orally and in writing.

 

·  Must be able to possess and maintain a Government Travel Credit Card.

· A medical examination is required.  Employees must be found fit for duty for the specific deployment location without limitations or need for accommodation by a medical and dental evaluation.  Final medical deployment eligibility determination resides with the COCOM providers assigned to the deployment center.  Recurring medical examinations may be required on an annual basis.

· Immunization screening is required.

· Must comply with Drug Abuse Testing Program requirements.

· Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
