SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent. Specialized experience professional knowledge and ability applicable to a wide range of civil engineering duties, accurately and completely developing, preparing updates, and/or reviewing inputs to the infrastructure plan with established timeframes. Modifying standard practices and adapting equipment or techniques to solve a variety of problems, plan and monitor large-scale civil engineering projects.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of civil engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture.
2. Knowledge of engineering and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations and standard contracting regulations, practices, and procedures.
3. Knowledge of the operations, products, services, needs, and goals of the programs and organizations studied or served as well as related customer, functions, resources, and users, and of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
4. Knowledge of health, safety, and environmental requirements as outlines in applicable standards, regulations, and/or technical orders.
5. Ability to plan, conducts, and record site/facility surveys and inspections.
6. Ability to plan and organize work, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, recommend timely and economical solutions, coordinate with other engineering disciplines and architects, communicate effectively both orally and in writing and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. It is your responsibility to provide such evidence when applying.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
· Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
· The work may require employee to drive a motor vehicle. An appropriate, valid drivers license may be required for the position.
· May serve as the Base Energy Conservation Manager or Traffic Manager as required.
· May act as project liaison with the Army Corps of Engineers or other design agencies as required.
· May be required to serve on A&E selections boards or construction contract source selection boards.
