The Education Services Specialist (ESS) is the principal advisor to the commander on education matters, which have impact on the battalion (BN) mission. As the professional educational liaison, the ESS interacts with state educational associations, high schools, postsecondary schools, vocational schools, school districts, and other components of the education community to enhance military recruitment. You will independently implement U.S. Army Recruiting Command (USAREC) and Brigade (BDE) educational and related programs and policies, and develops total educational liaison programs relating to the recruiting mission boundaries. Serve as a liaison between the recruiting field force and the education community. Initiate proactive actions to establish and maintain a positive working relationship in schools and colleges. Conduct visits and activities to increase recruiter access and visibility in the high school and college markets. Interacts responsively to recruiters and educators needs and concerns. Assists recruiters in solving problems pertaining to access, school and college relations, Armed Services Vocational Aptitude Battery (ASVAB) testing, and student directory information. Establishes and maintains contact with local and state policymakers within the education community. Develop opportunities for BN and company commanders to interact with school and college officials and professional education organizations. Communicate the value of the Armys service related educational and training opportunities to targeted high schools, postsecondary schools, and professional audiences. Program Manager and the BNs functional expert on all matters relating to education enlistment eligibility. Conduct on-site visits to all non-regionally accredited non-public schools and to public and non-public adult education schools/programs. Act as the evaluating official for individual tier evaluations to determine applicant enlistment eligibility.

You must have a Degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below.
1) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
5) Teaching methods: Study of teaching strategies and learning styles of the adult learner.
6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process; Identification and utilization of various types of occupational information and resources.
As well as the qualifications listed above, in order to be qualified for this position, you must also meet the following:
Specializedexperience:To qualify at the GS-11grade level, applicants must possess one year of specializedexperience equivalent to the next lower grade/level GS-11 in the Federal service or equivalent pay band. Specialized experience is defined as work that involves education programs;using automated systems; developing testing schedules; and presentinginformation to groups of people.

I have a Ph.D. or equivalent doctoral degreeOR completed 3 full years of progressively higher level graduate educationleading to such a degree from an accredited college or university.
