Responsible for the preparation and submittal of all proposal actions to Target Rocks Defense customers. Responsible for obtaining engineering, manufacturing and assembly & test back-up estimates to support proposal pricing. Manage all Defense customer accounts and a team of Contracts Administrators. As required, must obtain sub-tier quotations to support proposal. Establish make or buy decisions with Target Rock senior management.
ESSENTIAL FUNCTIONS:
- Manage a team of Contracts Administrators who are overseeing Defense customer accounts.
- Manage all company and departmental contracts related inflows, queues and outflows.
- Supervises the initiation of documentation to authorize work in accordance with contractual specifications. Channel appropriate contract and modification information to accounting, including funding and contract value. Prepare, review and approve all contractual documents.
- Review RFQs/RFPs to determine requirements and departments responsible for input.
- Ensure timely and accurate support to inquiries.
- Prepare all attachments/forms to accompany proposal.
- Provide liaison between customer and operating TR departments.
- When applicable, provide support in the DCAA review cycle of proposals.
- Manage official correspondence relating to contract execution. Ensure timely and accurate responses for the company.
- Oversee shipping documentation generation and submission.
- Monitor contract invoicing plans including providing forecasts and managing execution of said plans.
- Additional responsibilities as assigned by Supervisor.
JOB QUALIFICATIONS / REQUIREMENTS:
- U. S. Citizen required
- Knowledge of product and sources of supply
- Five (5) year experience in Defense Contracts
- Blueprint reading capability
- Must be computer literate
- Requires extensive administrative and technical knowledge with frequent interaction with employees and customers.
EDUCATION / TRAINING:
- Bachelors Degree in Business Administration a plus.
- Five (5) years related experience in Contracts Administration
- Knowledge of material specifications, manufacturing and inspection techniques
- FAR and DFAR knowledge a plus
- Oracle ERP experience a plus
