Incumbent serves as the Coordinator/Program Analyst in conjunction with the operations of the Stratton VA Medical Center Research Office and provides support to the Institutional Animal Care & Use Committee (IACUC) and the Subcommittee on Research Safety and Bio-Safety (SRS&B) with cross-coverage to the Research and Development (R&D) Committee and the Institutional Review Board (IRB).  Responsible for preparing for accreditations, developing and accessing the effectiveness of administrative control systems and/or operating programs.  Evaluates and/or monitors audits, inspections and internal control reviews.  Performs cost analyses; analyzes program performance data.  The incumbent is responsible for compliance with Research regulations and Research committee determinations.  Provides cross-coverage with the HRPP coordinator and works in conjunction with the HRPP coordinator.

Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and lines or operating programs, and the accomplishment, evaluation and/or monitoring of audits, inspections or management or internal control reviews.  Evaluates results of audits/inspections and forwards action items to the responsible organization. Actively participates in audits by ORCA, FDA, ORD, OHRP and others.  Ensures that accurate, factual information is provided to sub-committees on matters relevant to research projects, enabling them to make informed recommendations or implement actions.  Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operating in meeting established goals and objectives.  Analyzes program performance data to identify slippage and impact.  Provides adequate education to the members of the research community in order to establish and maintain compliance with Federal regulations and institutional policies relevant to the protection of human subjects.  Ensures that appropriate oversight mechanisms are in place to allow implementation of the determinations of the Research committees.  Performs program cost analysis, or performance of cost benefit or economic evaluations of programs.  Assists with cost effectiveness studies by collecting data and making computations, including Research and Development Information System reporting.

Specialized Experience:  Applicants must have one year of specialized experience equivalent to the GS-7 to qualify for GS-9 level. Specialized experience is experience in performing quantitative and/or qualitative analysis; performing statistical analysis, performing cost analysis.

Educational Substitution for Experience: Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in business administration or in the health sciences or L.L.B or J.D., if related.  To receive credit for education, all pertinent college transcripts must be submitted with the application package.

NOTE:  Qualification requirements are in accordance with the (Office of Personnel Management Qualification Standards for Administrative and Management positions which is available for review in your servicing Human Resources Office.
