SUPERVISORY PRODUCTION CONTROLLER at Watervliet

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They support the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talent and skills of its military and civilian members to form a Total Army.

The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York.  It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems.  The Arsenal is the only location in the DoD that has a weapons research facility (Benét Laboratories) collocated with a manufacturing facility (Arsenal).

Serve as Supervisory Production Controller of the Production Planning, Quality and Design Group consisting of various craft skills.  This group is responsible for planning, directing and coordinating all estimating and process development for manufacturing requirements; conducts studies and prepares engineering economic analyses of equipment planned for replacement; plant layout; material handling coordination; quality control planning; tool designing; and industrial engineering.

 

Confer with representatives of private industry, other government installations and agencies on all facets of cannon manufacturing.  Represents Watervliet Arsenal on boards and committees dealing with quality, process and manufacturing concerns. Distribute and balance the workload among employees. Makes day-to-day adjustments in accordance with established priorities and attempts resolution of any problem that may arise. Estimates and reports on expected time of completion of work, and maintains records of work accomplishments and time expended and prepares production reports as requested. Serve as Watervliet’s technical expert and coordinate Technical Data Package requirements with Program Management staff. 

 

Establish the process for manufacturing a wide variety of experimental, prototype, pilot model, and production model cannon and a variety of non-mission items which can include any type of machined or fabricated product from commercial sources or other government agencies. Direct and coordinate pre-estimating briefings and if necessary, prepare detailed estimates of man-hours and costs from drawings and specifications for proposed manufacturing projects without the benefit of standard data or complete guidelines. Estimate type, size, and quantity of material required from drawings and computes cost. Determine the method of manufacture, tooling and machine tools required, cost to design, manufacture or purchase tools and area in which work will be performed based sometimes on sketchy information or verbal instructions.  Apply tool design experience familiarity with all aspects of tool design, manufacture and available techniques for mission accomplishment.

 

Decide whether forgings or castings can be used to manufacture the part. Determine size, quantity and composition of material to be used on a given order. Make decisions on deviation requests on purchased material if the supplier does not produce the item requested or material from the supplier does not meet the item drawing specification.Travel as necessary, including foreign travel, other installations and private industries, to observe their production methods and techniques and to evaluate potential work, or training needs. Participate and support business process change implementation, deployment and sustainment at Watervliet Arsenal, e.g. the Logistics Modernization Program (LMP) Manufacturing Execution System (MES), and similar efforts.

 

Evaluate overall performance of employees. Interview candidates for vacant positions, recommend and make selections, promotions, or reassignments. Hear group grievances, serious employee complaints, refer unresolved ones to supervisor, or review serious disciplinary problems. Provide guidance to employees in identifying training and development needs to enhance their capabilities.

Develop and sustain a pool of multiple candidates to assume leadership duties/responsibilities as key positions are vacated, utilizing personnel planning and development, such that the impact of attrition of key positions is minimized. Identify and confirm the leadership potential in subordinate employees. Ensure the professional growth and development of subordinate personnel, particularly those who demonstrate leadership potential, utilizing individual development plans inclusive of mentoring, coaching, special assignments, cross-training, formal training and other methods as appropriate.

Applicants must identify in their resume that they possess at least one full year of specialized experience equivalent to the GS-12 grade level in the Federal government. Specialized experience is experience in: (1) Production methods and procedures for standard, complex and prototype work;  (2) Manpower, equipment, machinery, and material requirements in order to perform immediate or future production control tasks for a large industrial organization; (3) Analyzing and evaluating the causes for production delays and develop corrective actions to prevent future production delays; and  (4) Managing personnel, resources and/or work operations in a supervisory or leader capacity.


Requirements

1. Personnel security investigation is required.
2. One year trial/probationary period may be required.
3. Direct Deposit of Pay is required.
4. May require overtime.
5. Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
6. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
7. Defense National Relocation Program will not be authorized.

9. Salary includes applicable locality pay or Local Market Supplement.
10. Temporary Duty (TDY) travel is 20 percent.
11. Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade restriction.
12. May require shift work and/or work on rotating shifts to provide coverage on evenings, weekends, holidays and in other situations.

13. Submission of a Financial Disclosure Statement, OGE-450 is required.

14. One year supervisory probationary period may be required.
