Job Description

Job Summary:Plan, assign and manage the installation, operation maintenance and repair of various communications systems and support items that affect line-of-road and yard operations . Direct the daily assignments of union employees and responsible for all safety aspects within their area of responsibility.Primary Activities and Responsibilities:
  • Enforce safety and operating rules.
  • Measure and evaluate effectiveness of safety program, using established goals.
  • Conduct safety observations and operational tests on periodic and regular basis to detect and correct rule violations, hazards, and incorrect work practices and procedures.
  • Manage for steady improvement in safety of all communication forces and conducts safety, Federal Railroad Administration (FRA), and rules classes
  • Plan and direct field tests to ensure efficiency and durability of communications equipment and formulate technical, installation, corrective and preventative maintenance standards.
  • Ensures the communication platforms (voice, radios, data, and video) are operating within measured technical specifications and are within Federal Communications Commission (FCC) compliance
  • Analyze manpower requirements and schedule work accordingly.
  • Coach, teach and develop direct reports by being where the work is, seeking training opportunities and providing timely feedback. Hold formal investigations.
  • Recruit, interview, and train union employees.
  • Oversee the proper and efficient communication operations in Train Dispatching Centers, Yards, Terminals, and the right-of-way.
  • Plan and schedule all assigned communication projects ensuring timely completion and within budget limitations.
  • Ensure end users area satisfied and customer requirements are met.
  • Manage labor, material, installation, operation and maintenance problems and cost estimates on assigned territory.
  • Responsible for Payroll Approval Procurement Card Oversight and other Sarbanes-Oxley Act (SOX) compliance
  • Prepare specifications related to bids for communications equipment and infrastructure such as towers, spectrum and test equipment
  • Miscellaneous activities and responsibilities as assigned by manager.

Job Requirements

Minimum Qualifications:
  • Bachelors degree from an accredited institution required in Electronic/Electrical Tradesor related major field of study
  • 1 or more years of experience required in Radio Communications, Electronics, Networking, Telephone Systems, Video Systems or Computer Systems
Equivalent Minimum Qualifications:
  • High school diploma/GED or Associates degree from an accredited institution
  • 3 or more years of experience required in Radio Communications, Electronics, Networking, Telephone Systems, Video Systems or Computer Systems
Preferred QualificationsIn addition to meeting the above qualifications, the following is preferred:
  • Bachelors degree from an accredited institution in Electronic/Electrical Trades
  • 3 or more years of supervisory experience in Railroad Radio Communications, Electronics, Networking, Telephone Systems, Video Systems or Computer Systems
  • Certifications/License(s): Federal Communications Commission (FCC) License, A Certification, or Network Certification
Knowledge and Skills:
  • Knowledge and ability to interpret the labor agreements covering local personnel
  • Knowledge of CSX Safety Rules
  • Knowledge of safe job procedures and CSX Operating Rules
  • Ability to create, read and understand design drawings and specifications
  • Ability to understand/interpret legal compliance with federal and state regulations regarding communications systems
  • Project Management skills
  • Microsoft Office (Word, Excel, Outlook)
  • CSX Mainframe skills
