About the Position:
Individuals in this four-year Emergency-Essential (deployable) status can expect repeated deployments to combat locations overseas in support of contingency operations as mission requirement are determined. These locations are typically in a designated combat zone. Generally, the deployed work locations have power, water, heating, and air conditioning, although outages should be expected. The living conditions will vary widely: ranging from having all basic amenities such as light, power, water, refrigeration, to not having one or more of these amenities. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy
Selectees must pass a medical exam, which includes vaccinations (e.g. anthrax, smallpox and malaria).

Position is a temporary promotion to GS-12 when deployed; upon return from deployment will return to the GS-11 level.

Major Duties:
· Monitors contractor performance for compliance withapplicable laws, delivery schedules, payment provisions, contract datareporting requirements, and other contractual requirements.
· Resolves delivery schedule problems with contractorand buying activity, and negotiates delivery schedule changes. Negotiates withcontractors for consideration when delinquencies occur.
· Receives requests from procuring activities forspecific services and/or products specified under BOAs, or by provisioning andspare parts clauses of contracts. Reviews requests and meets with thecontractor to assure understanding of the requirements.
· Negotiates directly with the contractor regardingfinal price agreement and prepares supplemental agreement for the contractingofficers signature.
· Performs final closeout of assigned contracts;e.g., assures delivery, inspection and acceptance of contractual end items andthat all administrative and reporting actions have been resolved beforerecommending final closeout of the contract. Works to resolve disposition offunds listed on the canceling funds report.
· Broad knowledge of acquisition management,Government contracting laws and regulations. Contractor performance, estimatedcosts, pricing systems, financial policies, and cost control procedures aremonitored, analyzed, and evaluated in accordance with financial and contractadministration requirements.
· Responsible for the administration of groupcontracts such as fixed-price with incentives, cost-plus fee, orders againstbasic ordering agreements, commercial contracts, and hybrid contractscontaining a mixture of types and provisions.
· IF APPLICAPLE, based on Temporary Promotion DURINGDEPLOYMENT-
· Serves as a warranted Administrative ContractingOfficer (ACO) responsible for the administration of a group of contracts suchas fixed-price; fixed-price with incentives; cost-plus fixed fee; basicordering agreements; commercial contracts; and hybrid contracts containing amixture of types and provisions.
· Organizes ACO team members duty assignments toassure overall mission accomplishment.
· Advises, counsels, and provides technicalguidance/instruction to team members regarding contract administration functions.
· Determines eligibility and verify evidence ofcontractors progress for approval of contract financing, progress payments,and performance based payments.
· Reviews and make recommendations on pricingreports; reviewing and negotiating spare parts orders.
· Negotiates and monitor contractors compliance withcontract, regulatory, and statutory provisions.
· Performs analysis and uses risk managementtechniques to establish a plan for monitoring contract performance and toprovide appropriate insight into selected contractor systems or procedures.
· Negotiates prices and executes supplementalagreements for services, spare parts, provisioned items, and repairs
QUALIFICATIONS REQUIRED:Back to topSpecialized Experience: To qualify, applicants must possess one year specialized experience equivalent to the second lower grade/level (GS-09). Specialized experience is defined as experience negotiating contract prices and terms with contractors, reviewing contract proposals and drafting contract specifications.
CONDITIONS OF EMPLOYMENT:
**NOTE** These positions are designated Emergency-Essential (E-E). In event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service. Selectees for E-E positions are required to be exempt from recall to the military Reserves or recall to active duty for retired military.

BASIC EDUCATION REQUIREMENT for 1102 Positions within Department of Defense:
A bachelors degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree)
NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

**Selectees will be hired at the GS- 11 grade level and will be TEMPORARILY PROMOTED TO THE GS-12 GRADE LEVEL UPON DEPLOYMENT TO AN OVERSEAS CONTINGENCY OPERATIONS LOCATION, subject to meeting applicable Qualification and Time in Grade requirements. Upon completion of the deployment, the employee will be returned to the non-deployed position, at the non-deployed grade level. This announcement serves as competition for the GS-12 temporary promotion.
